The working group of the Agency for Strategic Initiatives (ASI) on healthcare development will improve the availability and quality of medical services, as well as will develop the prevention and rehabilitation measures in the Russian Federation. The experts of the working group at the meeting held in Moscow on June 24 agreed this.
They plan to solve these tasks by using the potential of business and non-profit organizations in these areas, as well as use the more efficient way of healthcare funding. By August 22, the experts will prepare some proposals that will be sent for approval with the regulatory authorities.
The key indicators of effectiveness of the roadmap that was developed by the group members will be quantity of nosology, on which basis there were developed the assessment methods of treatment quality, reducing the costs for prevention and treatment, as well as increasing of private investments in healthcare field.
Purposes of the working group:
To create a system to evaluate the effectiveness of medical care and services quality in order to introduce the new funding models and more effective treatment methods in the future.
To create incentives and remove the barriers for medical business in order to allow it to participate more actively in healthcare efficiency improvement process, including the Compulsory Medical Insurance (CMI) programs.
To prepare conditions for the development of human and technological potential in the healthcare field.
Moreover, the healthcare field should be interconnected with insurance, IT-sphere, production of medicines and pharmaceuticals products, researches and development, as well as education sphere, - was noted at the meeting.

The working group includes more than 80 specialists, officials, representatives of the healthcare sphere, including Deputy Minister of the Ministry of Healthcare of the Russian Federation Evgeniy Kamkin, Vice Chairman of the Federal Fund of the Compulsory Medical Insurance (CMI) system Svetlana Kravchuk, Chairman of the State Duma committee on health protection Oleg Morozov, President of “Medsi” company Elena Brusilova, Chairman of the executive board of “Sogaz Insurance” Stock Company Anton Ustinov, General Director of the National Pirogov Medical Surgical Center and Corresponding Member of the Russian Academy of Sciences Oleg Karpov.
